Priority for rail transportation of oil products and coal in Russia to decline

Non-discriminatory access rules for Russia's railroad infrastructure will come into force on January 1, 2025, Deputy Transport Minister Alexey Shilo told reporters, TASS news agency said. As a result, the priority for the transportation of oil products and coal by rail will be reduced from the third to the sixth level.

The rules of non-discriminatory access to the railroad infrastructure provide equal transportation opportunities for all companies. The current procedure gives priority to special, maintenance, passenger, postal and international transportations over freight transportations, which are divided into several categories according to their importance - from special transportations, including transportations to regions affected by emergency situations, to transportations of perishable products, raw energy cargoes.

Earlier, Russian Railways (RZD) raised the priority level for rail transportation of petroleum products - in March, its level was changed from the sixth to the third, a change that lasted until September. When the rules of non-discriminatory access come into force, the grade should be reduced again to the sixth.
