According to the latest preliminary monthly industrial production statistics released by the Russian Federal State Statistics Service (Poccrara) on October 22, Russia's total coal production from January to September 2025 reached 314 million tons, basically flat with a slight increase of 0.1% compared to the same period last year.
Of this, coking coal production was 75.3 million tons, down 9.1% year-on-year; other bituminous coal (non-coking bituminous coal) production was 152 million tons, up 3.2% year-on-year; anthracite production was 15.4 million tons, down 6.6% year-on-year; and lignite production was 71.4 million tons, up 6.2% year-on-year.
In September, Russian coal production was 34.5 million tons, down 1.1% year-on-year and up 9.0% month-on-month. Coking coal production reached 8 million tons, down 8.7% year-on-year but up 3.6% month-on-month; other bituminous coal production reached 17 million tons, up 4.2% year-on-year and up 7.2% month-on-month; anthracite production reached 1.6 million tons, down 19.3% year-on-year but up 21.2% month-on-month; and lignite production reached 7.9 million tons, up 1.1% year-on-year and up 17.0% month-on-month.
The Russian Ministry of Energy expects coal production this year to remain at last year's level.
According to Islamov, Russia's coal production target for this year is to maintain the same level as last year. The situation varies across regions. Some regions rely on domestic market recovery, while others rely on export recovery.
According to the latest data from the Ministry of Energy, in the first nine months of 2025, Russian coal production decreased by 0.9% compared to the same period last year. Islamov explained that this was mainly due to a slight decline in the domestic market caused by the metallurgical industry.
Regarding coal exports, Islamov revealed that in the first nine months of this year, Russian coal exports reached 157 million tons, up 5.5% year-on-year. Russian coal exports are projected to reach 204 million to 205 million tons by the end of 2025.
Data cited by Russian Deputy Prime Minister Alexander Novak in his column in the magazine *Energy Policy* shows that in 2024, Russia's coal production reached 443.5 million tons, with exports reaching 196.2 million tons.
