Customs Subcommittee Approves Extension of Export Duties on Sunflowerseed, Oil, and Meal

According to the press service of the Ministry of Economic Development, the Subcommittee on Customs, Tariff and Non-Tariff Regulation, and Protective Measures in Foreign Trade supported extending the current export regime for sunflower oil and sunflower meal until August 31, 2028.
The minutes of the subcommittee's meeting were approved by Deputy Prime Minister of the Russian Federation Alexander Novak. Currently, these duties are in effect until August 31, 2026.
This refers to a 50% increase in the export tariff on sunflower seed, but not less than 32,000 rubles per ton (the basic rate of export tariff is 6.5%), as well as a "floating" export tariff on sunflower oil and sunflower meal, calculated at 70% of the difference between the indicative export price and the basic export price.
As the press service of the Russian Ministry of Economic Development noted, the 50% export tariff on sunflower seed exports is part of a comprehensive effort to stimulate domestic oilseed processing. The decision on customs and tariff regulation makes it possible to increase processing capacity by 18% in 2025 compared to 2021.
The ministry noted that sunflower cultivation remains attractive to agricultural producers. The report stated: "According to the Russian Ministry of Agriculture, the area planted with sunflowers is expected to reach a record 11.2 million hectares by 2025."
The press release stated that the "floating" tax rate on sunflower by-products is intended to maintain stable pricing in the domestic market. "These regulatory measures will help curb the growth of domestic sunflower oil prices and also help ensure the supply of sunflower meal for the livestock industry amidst fluctuations in foreign markets." "In the long term, the extension of these measures will contribute to market predictability for its participants," the press release stated.
A 50% tariff on sunflower seed exports was imposed on July 1, 2021. Initially, it was in effect until August 31, 2022, and then periodically extended by one year. In 2024, it was extended for two years, until August 31, 2026.
The so-called "sunflower oil damper" (a floating tax on sunflower oil and sunflower meal) has been in effect in the Russian Federation since September 1, 2021. It was also extended for the first time by one year, and in 2024 by two years.
