It is reported that the construction of the first international zones of overdevelopment in the Russian Far East is to begin from 2025. Currently, the Western Park in Primorsky Krai, the Rivnoye Park in Amur Region, the Nizhniy Leninskoye Park in the Jewish Autonomous Region, and the Great Ussuri Island in Khabarovsk Krai are included in the first pilot construction units.

According to the State Planning Center of Eastern Russia, foreign companies are interested in cooperating with Russia, but have been deterred by the fear of being affected by secondary sanctions. In order to “de-risk” sanctions, the Russian government is working on a new system of incentives, and the State Duma is developing corresponding legislation. Currently, all enterprises located in the zone must be registered in the Russian Federation and are considered legal entities of the Russian Federation, protected and regulated by Russian law. This means that information on the data of the owners of enterprises in the international zone of hyperdevelopment will not be made public.
Until 2039, the International Overdevelopment Zone intends to plan to attract investments of 30 billion rubles (including foreign investments). Currently, there are five conditions for enterprises to be admitted to the zone: first, project investment of 500 million roubles or more; second, the enterprise must be registered in the territory of the Russian Federation; third, it must produce high-value-added products; fourth, it must be exempted from corporate income tax for a period of 10 years; and fifth, other tax incentives and infrastructure subsidies will be the same as those under the current policy of the zone of socio-economic super-development.
