Top Energy Devel Limited was registered and established in Hong Kong in 2021 and is currently affiliated with Heilongjiang Guopai Trading Group, maintaining an office in the Moscow CBD area of Russia. Initially, the company primarily sourced Russian coal through ports in Suifenhe, Tongjiang, Manzhouli in Inner Mongolia, Hunchun in Jilin, as well as coastal ports in China, catering to coal enterprises in northeastern and southern coastal provinces and cities. In 2024, the company invested in the construction of an oil mill in Nakhodka, Russia, with plans to commence operations in the latter half of the year. The company has fostered friendly and stable cooperative relationships with numerous top 100 Russian enterprises, including the renowned Atomic Energy Group, Far East Wood Industry Federation, Rosa Grain Production and Processing Enterprise in the Altai region, Novosibirsk Energy Group, Kusbas Energy Federation, Siberian Anthracite Group, among others.
